Incredible production values that quite literally changed the way western critics viewed what anime was and could be. A mess of a narrative that's been just hack-sawed down from the manga to make it fit the run time makes it incomprehensible and unaffecting in my opinion.

I like Kanuka best and I like the movie 2 best as well.
The movie feels, however, as a kind of a "spin off", with everyone older and even the plot being more ""serious and mature"" (even if it is basically a retelling of the original OVA storyline).
I love the entirety of Patlabor almost unconditionally so there's that.

Movie one is more Patlabor movie than the second, agreed. Not necessarily a better movie in general.

I think I like both but the OVA one is the one that got me. Her "origin" is handled better, but there's more time in the TV to flesh her out. Love her going all Rambo in that one ep, but also love her trying to outdrink Noa in that TV one as well.
Why did they go with two continuities anyway? Seems like a waste of time, money and my attention. But that's the one of only two gripes I have with Patlabor (the other would be how they turned Ota into a moron in the TV, but whatever).

Two continuities was because TV wasn't at all planned. It was the result of people wanting more of it and effectively an adaption of the manga, if a very loose one. As for Ota, I'd say he actually fared better in TV.

TV began airing before the first movie hit cinemas. It allowed it to take the characters in subtly different directions that end up having a meaningful impact. For instance, remember how Noa was having something of an identity crisis in the second movie? She's already worked through some of that in the series even before OVA2 rolled around. If you want something to complain about for TV, how about the fact that when it aired Sunrise had used generic gundam noises for the labors? Headgear had them replaced with the proper ones for all later releases.

I heard about this in one of Patlabor threads on /m/, but I don't think I ever experienced it. And not like I would be able to pick it up since I barely know Gundam. Somehow didn't get my attention. Ah well.

You could tell. They tend to use very metallic clanks while Patlabor's sound design prefers more mechanical noises. Servos, actuators and general robotic whirring rather than metal striking metal. Fits with the way that the franchise beats you over the head with labors being glorified forklifts.
