The sins of the father are not the sins of the son. Also they tried to kill Orochimaru a dozen times, it didn't work. So they just put him under house arrest and pretended it was solved, since they know nothing can actually deal with him.
Orochimaru was also cleared for some shit after saving the day during the war, protecting the kages.

When he had his son. When that happene,d he stopped seeing Naruto as himself and more as his son, so he began to write him how he would want his son to be. That meant giving him some ridiculous power ups (though not as ridiculous as the other big 3) and letting him see his dad and mom despite it taking away from the character. So around the time Jiraiya died.
He also went through a lot of shit with his father near the end. I remember he skipped a few weeks because his father was super sick and he died right around the time Naruto lost Kurama and Minato gave him the other half. He also apparently didn't rely on his assistants much and drew most of the manga himself, so for the whole finale he was probably rushing to spend time with his family while he could.
I also remember him saying he wanted to do Boruto because his kid was old enough to start reading Naruto and he wanted to write something for his son to read. That's why there are moments in the Boruto movie that are genuinely well done, since he was probably drawing from real experience in being overworked.
Hell he probably wrote Obito because he wanted to spend time with his wife. There was some interview a few years ago where they asked him what he'd do when the manga finished, and his answer was "Go on my hoenymoon."

I've actually heard Kaguya was meant for another story but Shonen Jump didn't want to lose Naruto yet because it was still a big draw.
I don't think kishimoto ever hated drawing Naruto, but he was just unsure how to finish it, and Kaguya was his attempt to pull it together for a big finish. Frankly he should have ended it with Obito and then finished with The last since that's got the best writing in the series.

It might have been because it had been five years since we saw the characters with downtime but I liked the way they played with Naruto's status as hero, and how a lot of the romance was just him starting to see his friend in a different light, and how awkwardly he tried to spend time with her. It was cute, I liked it.
