Not even sakugafag, I just noticed it has little animation in favor of some more static detailed shots now and then.
The studio is really small too, it seems the only other thing they did was Ame-iro Cocoa, so the quality is explained.

It's just that people are so obsessed with fiding ways to shit on an anime for cost cutting measures, they post retarded stuff like the Daimidaler penguins being to save animation costs (When they're like that in the manga) or Pandora's Clarion being deformed and not colored because they didn't bother (When again, it's like that in the manga)
