Because the protags are usually lifeless shit. The girls are all archetypes that can be exchanged between shows without problems. A good harem wouldn't present itself as a harem. Have the main character have a goal and meet tons of people on his journey. Girls he helps fall in love with him but he doesn't become the center of their world. Just make him develop good friendships with all of them so that all the different couples are possible.
