He's funny because he's a dick to everyone and says stupid one liners. He's basically everything Karamatsu parodies. I like Jotaro a lot better in Part 4 and Part 6 when he takes the role of a side character.
He's carried through Part 3 by the rest of the party, but he's never not fun imho.
Every JoJo is an over the top archetype. Johnathan is a goody toe shoes moralfag, Joseph is a MADMAN, Jotaro is Clint Eastwood, Josuke is a Jew, etc.
But you'll see in Part 4 that Jotaro's COOL attitude is meant for comedy, it lampoons him quite a bit. And him becoming a Marine Biologist is just really funny somehow, because you never see him study it. So you just have to imagine behind that COOL DUDE edgy exterior is an uncontrollable love for sea creatures.
His character design is cool as fuck though, probaby the best character design of all the JoJo's. Easily the most iconic.

The thing is when Jotaro does ANYTHING he's always got the upperhand. You pretty much knew that whenever Jotaro got involved the fight was pretty much over. Most of the other JoJos at least had some narrow wins or character building losses. It was definitely the right move to have him accompanied by a whole group of people who had way more charisma and personality than he did. Kudos to Araki for this. It shows he was aware when incepting Part 3 that Jotaro would only work if he had a strong supporting cast. Despite being THE JoJo, Jotaro has never ever had to hold the stage by himself. Whether that be with a charismatic ally, or a charismatic enemy. There has always been somebody to play off of him.
Meanwhile I could watch Joseph just sit alone at a dinner table and try to kill a guy with spaghetti all day, he completely owns the stage.

He's the first to notice Iggy and Avodol's absence when they meet up with Polnareff in the mansion, he's the one who keeps a photo of the Crusaders on him at all times. While he comes off as cold and abrasive, he cares deeply for his friends and family.

What's good about Jotaro is that he's the most imposing JoJo.
Physically, he's bigger than the part4+ twinks, and he looks more built than Jonathan and Joseph, especially with the iconic chained trenchcoat.
Mentally, he's composed and very observing all the time (he's also daring but so are the other JoJos so I'm not counting that). He rarely shows emotions, so he appears to be cheesing everything, but he doesn't brag about it so it's not really annoying.
Basically, he's that strong as fuck guy who's ready for everything. That's enjoyable, and part 6 deconstructing that facade was a great idea, it showed that under that pokerface and that larger-than-life attitude, he suffered and loved too. Love those contrasts.
A bigger question is why does Araki think this is what a dog looks like?

I'm only up to part 3 so far, but Jonathan Joestar has classic but mild autism; obsession over certain taks, ignores pain, is antisocial, has typical neckbeard traits, etc.
Joseph Joestar, on the other hand, has Aspergers. He's annoying, loud, isn't aware of when he's being awkward or making a fool of himself, but also has the autistic savant ability to somehow calculate how events will unfurl.
Jotaro is an antisocial autist. He's violent, temperamental, doesn't like new experiences and he often says strange phrases.
We also think they're all actually unatractive, but view themselves through their autistic lense.
Jotrao is pretty cool. I don't think he's the best character in the world or series but he stands out. His "I don't give a fuck personality" is constantly at odds with the fact that he really does care about others, but doesn't want to show it. Plus, anytime he gets into a fight, he doesn't outright win most of the time. It takes a bit for him to figure out what to do.
