She probably doesn't. She likely vaguely remembered having met him several years ago, and considering he was below the bridge, which could shelter her from the snow, she asked to take shelter from it together.
I think the author's intention was to hint at second chances - one of the main themes in the story, and perhaps fate a little bit, considering how they met below the bridge in which they parted in the previous timeline.
Last time he met Airi, he had resolved himself not to get involved with her, since Yashiro was still after him and he didn't want to put her in danger (as it happened in the previous timeline). Now, with Yashiro gone, he has a chance to get close to her again and build a relationship, thus the blank page he mentioned at the end.

We don't know. The ending simply showed that Satoru and Airi were able to meet again.
Whether they'll become lovers or not isn't something the story is telling us.
You could make an argument saying the author's intentions were obvious, having Satoru and Airi meeting at the very end and using that meeting to talk about the future, thus making the implication they'll end up together, but that's about it, and the story wasn't conclusive on what will happen to them.
