It's true for things that air on Sunday morning and after school, or are otherwise marketed towards younger people, but most of the anime people post about here airs after midnight or on satellite channels. Think of, like, the difference between an after school show in America, and something like Family Guy in the evenings, compared to something on Adult Swim. If the after school show was on a broadcast channel, it has specific FCC rules it has to follow, like not showing drug use, or only showing it in a way to teach a lesson. But something on the same channel in the evening can show a wider range of things, and the late night cable show can just have anything their advertisers agree is ok.

All Tarantino films are just a hodgepodge of ideas, imagery, and plot points ripped off from various places. He's good at picking them out and arranging them into fun and occasionally interesting movies, but that's what he does for better or worse. He's doing the film version of sampling in music, to an extreme degree.
Kill Bill was very heavily based on Lady Snowblood, with a lot of other influences, references, and borrowed imagery thrown in as usual.
