Heartcatch was the most well-made Precure until GoPri came along, and Smile was quite inconsistent with its animation IIRC.
Even if we're just talking production quality, then Precure is really solid. I didn't watch it but I heard Majin Bone was good too. Kyousougiga was excellent. That's all the recent TV I can think of, OP what are you even whining about?

Art quality was inconsistent, but that's true of most every season. Heartcatch kind of cheats on that front because its character designs are hard to fuck up.
Smile's got more obvious dips in art quality, sure, but I don't think the animation itself was much less consistent.
However it's been quite some time since I've watched either season.

Because there isn't some kind of panel of judges that meets annually to study all the shows made in the year and decree which studios are worthy and which are to have their assets seized and staff arrested.
It's business sense that matters more than technical ability in producing animation. You could produce the most masterfully animated shows ever seen, but if you don't make enough money to keep you afloat, you're gone. And if you make a glorified slideshow but have more money incoming than outgoing, you're still in business.
