Why shouldn't you use dirty tricks when you're fighting an enemy that has a larger army, a larger economy, and a larger population? How can you possibly expect to win if you're sticking to conventional methods?
What was Zeon supposed to do? Try to occupy all of the quisling colonies and have like 90% of their military tied up in the occupation and be unable to progress further to Earth? Or leave those colonies alone and let the Feddies in them reorganize and strike back?
As for the colony drop, a tactical use of a weapon of mass destruction on the military HQ of the other side is pretty much the least bloody way of trying to end a conflict, it's not their fault the Feddies derailed it.

Zeon was starved for manpower for pretty much the entirety of the war. Sure, in ideal conditions, Zeon could have occupied other spacenoid colonies, de-Feddified them by arresting and/or firing all the public figures and employees with Feddie sympathies and connections and eventually integrated those colonies into the principality, but they weren't under ideal conditions. Some sacrifices had to be made.
