The Setting is primarily the lynchpin holding all the good parts together for this series. The battle-academy and harem portions still exist but the series' actual plot revolves around something bigger with war looming around and said plot goes full throttle by around halfway through the series, abandoning the school setting and having all the action snuff out the already moderate levels of fanservice and harem hijinx.
Characters stay mostly relevant due to everyone's else's power levels being vastly inferior without them all being together to help each other. The setting even during its lighter moments have people dying everywhere and the side characters are limited but varied, not too many people feel out of place.
