Anime does not make money on it's own.
For an anime to make a lot of money, it generally needs to sell a lot of... something else.
With adaptations, that something else will often be the original work. Manga, LNs, that sort of thing.
Merchandise is the other main seller. And it turns out that the people most willing to spend money on merchandise are perverts who wanna hot glue their titty figures.
Could anime make actual money if the studios (or whoever owns the ip) made websites where you could pay like $20 to download and keep a season of some show in 1080p quality? Make it like $0.99 for a single episode.

Fanservice has always existed but formerly it was just a mean. Nowadays fanservice has become the end. The stuff that was usually in ecchi series or OVAs is now way more casual.
Look at the shows that get recognition at being legitimately good and compare the focus on fanservice on those to the one found in your average haremshit.

As someone who is in the process of drawing, I started off specifically drawing nudes. Both because its suppose to help you learn the body, but also because I want to draw naked girls. But after a short time, I found it gets kind of boring. You lose that fascination with seeing a naked girl when you spend 30-90 minutes drawing one yourself. Especially since the best parts of the body (breasts/hips/legs) take the least amount of time. I spend more time on the hair than everything below the face.
At least that's how it was for me. Clearly there's millions of others who love to draw porn mostly. Maybe they draw faster or something.

Erased and OPM are the two biggest shows as of late and neither of them really have any significant fanservice.
I blame the fact that girls aren't allowed to be the fun but competent action heroes of yore, so now they exist solely to be sexy side characters.
