Law and chaos are both evil in SMT.
Law is systematic oppression, resulting in an unjust society where it's decided at your birth if you live and die as a piss poor, uneducated peasant or someone who gets to lead a life of knowledge, wealth, and comfort, regardless of your individual merits.
Chaos is a system wherein the strong oppress both the weak and each other. There's too much fighting for anyone to lead anything resembling a stable life.
Both are obstructive to an efficient society where as many people as possible get to lead happy, prosperous lives.
The right answer is not in this dichotomy of extremes, but somewhere in between, where order exists to stop oppression rather than cause it, and people are free to both pursue their dreams and live out their life in peace.
