Not to mention that nothing you're saying is supported by anything in the show aside from this eyeball scene. And it's not even supported by this because Shinji and Unit 01 aren't syncing or connected at all at this moment, Shinji hasn't even been in the cockpit yet.
We see Units 00, 01, and 02 go berserk in the show and none of them change form or become more human-like. They act differently, but that's it. In fact, the closest thing to a "form change" is when 01 goes berserk against Zeruel and eats its S2 core, but that's clearly an animalistic behaviour, not a human-like behaviour.

Right before Unit 01 goes berserk in the Sachiel fight they say that Shinji's synchronization is reversing and that Unit 01 has deactivated. It would be natural to assume that he isn't synced with it at all during it's berserk phase. What's more, after the fight is over the cockpit is shown to light back up, also implying that Shinji wasn't connected to the Eva in any way whatsoever.

It is the control apparatus that requires power. I figure that the control apparatus has to send out imitation nerve signals to control the body of the Eva. These nerve signals are naturally electricity and given the size of an Eva it obviously sucks power something fierce.
As for why the Evas don't go by themselves, they can. However they are kept in a comatose state and thus their brains aren't sending out signals for movement unless they wake up.

B8 aside, here's your answer OP: The Umbilical only powers the Eva's limiters and control mechanisms. Once the cord is broken and battery power runs out, nothing's really keeping the evas under control anymore.
Also, the reason the Evas weren't deployed on their own is because of how virtually unstoppable they were as Adam clones. If, in Episode 19, Yui had decided she had enough of NERV and more specifically Gendo's bullshit, nothing would be able to stop her from destroying everything. When you look at the various souls inside the eva units, and especially what happens to said souls during the creation, it's safe to say that they aren't exactly the most stable giant cyborg supersoldiers, and it would be good to have someone else on hand to control them instead.
