Last I heard, Ultraman merchandise was selling fairly well for Bandai. Not as well as Gundam, Super Sentai, or Kamen Rider but you get the idea.
Also, Ultraman is really not THAT cheap to produce. Otherwise, people wouldn't have been so ecstatic when X was confirmed to be 22 episodes.
