Hmm, this is all good but one thing the anime did a little better here is give Piccolo a longer fight and a chance to use a bunch of his smarts and old techniques. Like in the anime, it was pretty clear that Piccolo could have actually won and here he goes down in 4 pages (doesn't even get the hole in his chest either).

In the manga, there wasn't anything about the whole space pirate backstory stuff for Frost. So, it's likely the whole villain Frost stuff was added by Toei to justify his VA. He still cheated of course though.
This actually gives me hope for his character, because if that whole backstory stuff wasn't in Toriyama's outline it might give him some hope to stay around as a recurring character.
