Someone explained this in a thread ages ago. I'll just reiterate what they said.
Kotegawa and Yami are both tsundere's, Lala is genki and Sairenji is the generic "pure" girl. There are many characters in To-Love Ru that share the same archetypes, however Risa is the only one rocking the skanky school girl thing, so people with a fetish for that will all lean towards her and no other character, unlike people who like, let's say, Yami, but like Kotegawa slightly more.
Basically, the votes for most of the characters are voted by people who like the entire cast all around, but are only picking their favorites, which splits the votes. The votes for Risa are by people who like Risa, which is how she landed on 2nd.
It's unforgivable that Mikan/Nemesis aren't there though, and I don't really understand the boner Japan has for Sairenji, but fuck it, I'm a Risafag so I'm happy.
