Their fruits are okay for overpowering low-tier fighters but at high-level combat they're a liability.
You can only dodge and dissipate and reassemble so much before someone slaps your shit in because they're faster than you and have armament haki.
Basically they allocated all their character points into Sp.Atk and none into End, Str or Speed.
Croc has a good deal of INT/CHA as well so he'll make a good commander but he's not a front-line fighter.

the problem is that after the big war arc, oda introduced too many relevant/interesting characters. the characters have too much potential that i think most of them will just be wasted as a cameo character in a big war arc where they each get a few pages to 1-2 chapters as their spot light

I don't think this is a problem, I think it's a thrilling accomplishment. It's true that most characters won't make comebacks despite many people wanting them to, but many will still hold some relevance in cover stories, post-arcs, off-screen events, etc. Right now we have the Revolutionary Army vs Blackbeard Pirates to look forward to, so we'll likely have a return of based Ivankov for that, which I can't wait for. The fact that Oda can get us invested in hundreds of characters enough to leave us wanting more is just great, it gives the series plenty of replay value.
