This is overlooking the fact that they are 14 by the way, so let's just assess their personalities.
Asuka is messed up and can't deal with life giving her shit. She's simply not mature enough to be close with anyone and the best place for her is back with her foster family with care until she can move on from her mommy issues.
Dealing with someone like Asuka as your partner is a pain in the ass, so you either have to be extremely desperate yourself to put up with it, or have some extremely target weakness for the person in question.
The great thing about Rei is that dealing with her doesn't seem to be a pain in the ass. She's accepting, rejecting in a very, very fair manner that you really can't protest against yourself. If Rei is giving you a hard time, you deserve it and you know you deserve it.
So while Rei is messed up, what sets Rei apart is that she can easily make strides in recovering on her own. Rei's problem is first and foremost lack of care and freedom.
The series does a good job in illustrating that Rei, when facing hardships actually manages to improve herself by accepting reality, understanding it and moving on. For Asuka, there is the opposite reaction, she rejects the truth of things and regresses into her shell.

The new makes the old obsolete, in exception for Rei whose character stands strongest twenty years ago. As for putting them on ice, no I can't say I have. More often than not, I'm busy. So I tend to force passively. I would feel guilty were I to leave them for any amount of time. There's only the two of them, so juggling them isn't hard.
