Yamamoto circumvented the chain of command to bring the USN into the war. From the moment they attacked Pearl, the IJN had lost. The only way they were ever going to manage to get a semi-status quo situation was by negotiating a peace after bleeding the USN enough to drain its fighting spirit, but when they failed to declare war and attacked a fleet at anchorage they galvanized the US fighting spirit enough that it would not relent until the IJN was crushed.
