All the talks with Atra, Kudelia, and people who are trying to make him be human like the kid he is are wasted because the guy wants to be a killing machine against a major army, even though the conflict could have been resolved in a more productive and peaceful manner for everybody.

The thing is that as we saw on the previous episode Mika needs a justification for all of his murdering. He shook Orga out of his funk because he needs Orga alive and giving orders and a goal. When the Brewers dude told him he actually enjoyed killing people, Kudelia saw later that Mika's hands were actually shaking. If Mika doesn't have a clear goal laid out by someone else, then he's only killing for his own sake, and he doesn't want to believe that - he wants to believe he just needs a farm and a quiet life.

Which time? The first time was Tekkadan entering the territory her unit controls. This confrontation is a bit debatable. The Regulatory Bureau had been ordered to stand down at the request of the African Union who after the incident on Dort and the broadcast were worried about their international reputation. Whether or not they actually had diplomatic immunity at this point though Carta attacked them to prove that her unit was more than just decoration.
The second time she used her power as a seven star to attack the island they were on which did actually have protection.
The third time this episode was something she requested and was only approved thanks to McGillis.

He didn't make the "right choice". He made a choice and it tickles your edge boner on how he carried it out. Hell given the type of organization they are it would be closer to the "wrong" choice as he's a grunt and Orga could have worked something out, or taken her hostage, or interrogated her(especially since they suspect Mcgillis).
