It's not an incest story, it's a ephebophilia story that tried to also be an incest story but fell flat because the "brother and sister" only knew each other for like 20 minutes before they wanted to bang each other.
Incest doesn't work just because their blood related, there has to actually be an established familial dynamic there in order for the taboo to actually have any weight. If they meet on the street, fuck and then find out OH NOES SHE'S MY SISTER it's not nearly as interesting since the characters didn't know they were breaking "the rules" and making a conscious decision to do so. It's kind of like being given a stolen car you didn't know was stolen by someone and then the police busting down your door to haul you to jail because they say you stole the care.
