I'm in two minds about whether or not Toriyama should be considered one of the greats. He is very influential if nothing else. But on top of that, the Dragonball manga is actually really good (I hear Dr Slump is as well but I've never read it). But then I'm not sure if he really changed the trajectory for manga in itself, without Dragonball manga wouldn't be nearly so popular outside of Japan (except in France) but very good stuff came out before and after Dragonball which had nothing to do with it.
