The original leak that gave us the name "Nirvana Paladin" also said that it's a Synchro Pendulum that can turn Pendulums into Tuners so it'd make more sense for Cheermole to be the one turned into a Tuner since its a Pendulum (besides the fact that it's also low-level).
If I had to guess, NirPal is a scale 8 that requires a Tuner + 1 or more non-Tuner monsters and its monster effect says any Pendulum monster can be treated as a Tuner to Synchro Summon it. It probably also has an effect that activates only if one of its Materials is a Synchro monster.
