Without proper context or understanding of the origin of the line "criminal scum", it turns into a really aggressive and demeaning statement. None of the girls are criminals, and not even Sodoko would consider her schoolmates scum. There's also very little to relate the settings of GuP and TES to each other, so the reference loses meaning and becomes more of a meme than a joke that actually works.
