The shrine mentioned above is situated at the base of Mount Kongo, and there are two shrines bearing the same kamo name at Kyoto. Furthermore, the Kamo crest is actually carried over to the Matsudaira clan, which is relevant in the context that Tokugawa Leyasu is actually an offshoot to the Matsudaira, and that clan got started on Kamo territory apparently. This means that it is entirely possible that Tokugawa Leyasu who founded that last shogunate (from 1600-1800s) claimed the legacy of the Kamo in his bid to be the Shogun of Japan.

Kiyosumi has already done something that the Legend of Achiga couldn't do. Hisa is on a whole different plane when you compare her to Harue if we step back and look at how it's gone down, for Harue was the saga of that one legend, but Kiyosumi is a manifestation of orchestrated planning and execution.
Still, I agree that Achiga is likely to take the finals.
( I am left concluding that Hisa is the best goddamn coach in the entire Saki series, bar none.)

That would be a massive cop out, because none of the Achiga members have a personal reason to win the Interhigh.
All they want is to play with Nodoka again, which is a little difficult since the member playing her doesn't actually know her.
Actually, Arata does have a reason to win (surpassing Harue), but the rest don't since they've already achieved their personal goal.
Compare that to Kiyosumi, where you have Saki, who wants to reconnect to the sister she's been estranged from for 7-8 years, Hisa who waited two years to play in the interhigh team tournament (which will also be her last competitive high school tournament since she failed to qualify for individuals), or Nodoka, who's playing to ensure that she can play competitively in the future. Even Mako probably wants to advertise her family's mahjong parlor.
From a storytelling perspective, it wouldn't make sense to have Achiga win.
