Focusing on Gunner or maybe even a shooter who might from time to time use scorpion (or some type of close range attacker type trigger). That or an All-rounder. My choice after that would probably be an Operator since we know Usami was only doing it temporary anyways but I feel it would be a waste because of how strong Hyuse is.

Considering how much variety he'd be be used to with Lampys, Shooter + Scorpion seems the best bet. Maybe he could use lead bullets to replicate the binding effect of his magnet shards.

Kind of doubtful he'd become the Operator for Tamakoma-2. Right now, they have an outstanding operator in Usami. While they might eventually need to replace her due to Tamakoma needing to have more than one operator for two team, replacing her right now won't do anything to help T-2 win more. It's more likely to hurt them seeing as Hyuse has no experience as an operator that we know of. It would also leave them short a team member at a time Osamu's looking to add a fourth member.

You mean the operator that does the rank wars announcing? She's plenty relevant as the announcer, and given her team's placement and the demands on her time for the rank wars, she'd be a poor replacement for Usami.
Remember, Usami was Kazama unit's operator for their rise to A-rank, and was the one responsible for making Kikuchihara's side effect useful. She also spends her free time working with the training programs. They'd be hard pressed to find a replacement who wasn't a downgrade.
And while Sakurako's cute, and she does a nice job with the rank wars, she'd definitely be a downgrade from Usami.
What I'd really like is for Usami to stay with Tamakoma-2, and for Tamakoma-1 to get their own operator. Either whoever they had before Usami transferred to Tamakoma, or whatever new operator they get goes to Tamakoma-1.
