Most of the time good art and animation can draw you into a series. Chances are, if something is ugly looking, you're less likely to watch it, but there have to be at least some animes out there that might look terrible, but are still good in other ways (music, story, jokes, etc.)

Plenty of old or long-running shows have weak animation. World Masterpiece Theatre shows, Dezaki's classics, Utena and so on.
Some people didn't watch PingPong because they didn't like the art-style.
