i doubt they would improve the quality if they got more budget. it's more about the company's philosophy. some companies will spend more to keep up their standards because it's their trademark, it's what they're known for. on the other hand, some companies will minimize the cost if they deem something is acceptable, so they can maximize the profit, or at least minimize the risk. if their low quality works are passed off as no big deal, then there's no reason for them to change the way they've been doing it
you're dumb if you think these companies invest everything they have into these projects and will reinvest everything they gain from this project into the next one. no, they have much more resources but they chose to allocate only a small fund into this

DEEN probably made this show with minimal effort assuming it'll be just another flop like the 10+ last anime they've made. I mean from the description/premise it doesn't sound all that unique or promising.
What really made this show so far though was the seiyuu casting, not just Aqua and Megumin but everyone really. Dullahan might not have been as funny, Darkness might have been just fucking annoying instead of barely tolerable etc. But it's really fucking Aqua that makes it.
