Hanekawa basically made herself into an oddity factory due to her alien nature, then spawned another one from what you said, but Kako was also her unfiltered negative emotions, not just jealousy. Remember what it said before it tried to burn down Gahara's place. Kako's presence was felt around the time of Bakemonogatari, it was why Nadeko ran away from Hanekawa before, but didn't know why.
Araragi needed several factors. It was Seishirou's presence energy draining the Rainy Devil which was part of why Ougi spawned when Shinobu ate him and their pact was restored. It wasn't just Araragi's feelings like it was with Hanekawa.
