Phantom World should have been a story about Ruru trying to play cupid and get Haruhito laid/his own harem, only to fall in love with him and the be granted her wish to be human-sized.

No, they took every chance for Ruru and Haru to get closer and threw it out the window for an episode where the characters ended exactly where they started.
Cliche'd or not, I was hoping more for Haru to start getting worried and depressed and missing Ruru, only to confess just how much Ruru means to him in front of "Ramune" at some point. But it never happened. Ruru's day in the sun was trashed, nobody even admitted to missing her, and she got her hair pulled at the end. It's like she's the most unloved character in the show.
