We have never seen goku fight in ssj1 seriously since cell, but ssj2 could beat kid buu head to head when fresh (he regenerated though, obviously). With the amount of hardcore god training goku has done, I don't think it would be a stretch to say his ssj1 form is now at least as powerful as his boo saga ssj2. So frost is about as powerful as kid boo as a rough estimate. Piccolo never made it to boos level, and didn't do any significant training or powerups afterward. It's not crazy that he'd lose to him.

Goku, even in SSJ form, is a lot more powerful than he used to be right now, because he opened himself to god ki and thus he learned to better control ki overall. He doesn't waste as much ki as he used to. In his base form he was on par with Freezer's final (golden aside) form; whereas Freezer, in his base form, was more powerful than Piccolo.
So even if SSJ Goku was stronger than Frost, that doesn't mean that Frost should be weaker than Piccolo. I'd say Frost isn't too far away from Goku's current base form (which is, as established, stronger than Piccolo), but Goku turned SSJ to end things quicker, not because he really needed to. Frost is quite stronger than Namek's Freezer, otherwise Piccolo would clearly win the fight without any problems at all. Piccolo peaked when he fused with Kami in the Cell saga. As he said a few chapters ago, even if he trained 3 years he wouldn't accomplish much, he is already at his limit. In DBZ it was stated that Dabura and Cell had more or less the same amount of power, and Piccolo was unable to defeat Dabura. So even if he always trains and meditates, he won't get a lot further than where he was back then.

The Super Saiyan levels don't have hard power levels. They're multipliers.
Base Saiyan in Super isn't anywhere close to base Saiyan in the Freeza saga.
Also, power levels haven't mattered for years and were constantly made fun of even in the Namek saga. Characters exist on tiers, with certain ones always being stronger than others.
Goku at full power is always going to be a level above Piccolo. That doesn't mean there's no flexibility in fights with the winner always being predetermined, or that the weaker opponent can never win because of some number. This got disproved with the fucking Vegeta battle in the Saiyan arc.
Also, Piccolo had a good show that episode. He made up for his limitations by utilizing techniques we haven't seen him do in years and played smart by avoiding direct melee combat with Frost after what happened to Goku. He would have won if Frost wasn't using a poison, which nobody expected given his persona and the rules of the tournament, and took the forfeit so Frost could get the shit beaten out of him as karma.
Super has its problems but stop focusing in on stupid shit.

In DBZ Saiyans got stronger by accessing new transformations. They just increased the multiplier of their base power, so SSJ/SSJ2/SSJ3 were valid, more or less constant power tiers.
However, the highest transformations wasted a lot of energy, so in DBS they changed their training style to focus on increasing their base power while keeping energy leaks to minimum.
And since SSJ is a power multiplier, we get:
SSJ DBS Goku == 50x base DBS Goku >>> SSJ DBZ Goku == 50x base DBZ Goku.
Also after RoF Goku trained for 3 years with opponent on par with him, so he should be even stronger in the tournament arc. Actually, Piccolo did extremely well in this arc, if you keep in mind that he was helpless against RoF non-Golden Frieza. He might be at Fat Buu level now, maybe even higher, depending on how strong Frieza's 4th form was.
On the other note, power levels in DB were always bullshit, with no reasonable mechanics behind them. Everyone is just as strong as the plot demands at the moment.
