Ergo Proxy has a decent setting with interesting ideas and themes that it just wastes completely by trying way too hard and taking too big of a bite.
The result is a disconnected, too long, often very boring jumbled mess of sci-fi and cyberpunk tropes.
It's not horrible but it's just not all that good all things considered.
It has style and neat things going on but as a whole it doesn't work.
Watch it yourself and see but remember that it takes a very sudden turn of events some episodes in.

23 episodes can be too long, too short or just right, It depends on the plot.
In Ergo Proxy's case the narrative doesn't carry the 23 episodes well.

The show was pretty much a bore, but I guess it was the one of the first -- if not the first -- show that aired in 720p.
If you haven't been introduced to babby's first philosophical themes, I guess this show can be alright, but it's still filled with what basically amounts to technobabble from people who apparently don't understand the concepts they are trying to portray, and anybody over 12 years old (exaggeration for effect, hurpadurp) will already have read about it or considered the themes themselves.
It is slow paced, but not in a good way, like e.g. Mushishi or Kino no tabi.
Even though this show is subpar, it is only subpar by normal standards. If you compare it with other anime, it is one of the best shows out there (let's say top 1 %).

9 episodes of verbose, philosophical ramblings. They literally toss any plot out the window and lecture each other in attempt to be the next Evangelion. It sucks, and ruins the show.

I agree with most of this.
It could have been great, the writing just wasn't good enough to take it to the next level. Great setting, interesting premise, great art, hot ice queen, but in the end it's kind of a disappointing jumble. They didn't keep it tight.
A failure, but still worth watching. Just not great.
