There's an obvious reason why. The concept of a light novel often tickets out during the second novel.
Bento was great for the first six episodes, where it explored the fighting concept. The second half of the anime adapted the second novel, and it fell into harem crap.
SAO was already shitty, but the second book was even worse. Kokoro Connect was okay for the first five episodes, then went full retard.
Hell, the second part of Maou was already bad with Original Suzano Do Not Steal and Angel James. Lucifer was barely tolerable. And then the third novel has a girl who calls the main characters "mommy and daddy". DID YOU NOT LEARN YOUR MISTAKE WITH FUCKING YUI?

It depends where they are in the production committee but they're main concern is - "How big of an increase will the light novels receive in terms of sales?" If the anime is a particularly strong seller on dvd/BD it may get a s2 despite being a huge LN Booster like Sao if the distribution company has a large say in the matter like aniplex were in that case
In maou samas case the LN publisher and the distributer were the same entity more or less. So despite strong dvd/BD sales it's ln increase was too strong for them to green lit a s2 and instead spend the new revenue on new properties
