they are not functionally retarded, I used to play as a wing and for the 3 years I spend playing the most common injuries were in the ankles, knees, hips and shoulders. You train hours the right way of hitting, falling and tackling so you don't fuck up some part of your body (specially your head), also a lot of lifting and other shit so your body is ready for that kind of shit.

They both have risk for debilitating injuries like you mentioned.
The IRB tried to conduct a research into it in NZ (what better place) back in 2013. It encountered an unexpected hindrance - the retired players declined to participate in the research because they do not want to know about their own health.
For the past 4 years, IRB have become visibly more aggressive in protecting the players from concussions. Just recently Australian player Matt Giteau was pulled off the field early in the final RWC match against NZ because he failed a concussion test. Giteau was later revealed to be very upset for being pulled off, even lashing out verbally against his coach.
