Homura is indeed the one real threat but say Mami and Sayaka are hopelessly outclassed, a hill of swords and a bunch of guns will do jack shit to Sakura unless they can back it up with something. Godoka, had the ability to be where and witch was and kill them as they awoke, however witches are weak as fuck. Madoka doesn't have control of time or space, and her offensive capabilities are directly tied to witches.
Both of them have very specific abilities that are useless against Mahou shoujo from alternative verses.
The time stop ability works if you snipe someone before they transform, but assassinations aren't part of power level arguments unless that's their whole role. Otherwise we can say a farmer can kill sakura.
