The word you're looking for is unorganized mess, which is true to some regard.
The routes barely melded together properly, having 3 main writers for the girls didn't work out.
They completely botched Lucia's due to lack of planning as a whole.
That being said it will never be exposed, because the anime is by a shit studio and can only be shit. That will always be to blame no matter how poorly it's received.

Everything written by Romeo was excellent.
The fun as fuck and entertaining common route, to the characters, it was genuinely enjoyable.
Only the other writer's stuff was a let down really, plus lack of CGs and rushing in Terra (like a certain skipped fight).
