There's no reason that Goku and Vegeta can't still go normal SSJ, since the entire point of SSJ Blue was to have a form of SSJ that can wield God Ki.
I'd imagine it's the same deal with Gohan's 'Mystic' state, during the Buu Saga, in that, yeah he can still go SSJ, but he doesn't need to.
