He's like Walter White in that he's slowly let himself be corrupted by his surroundings. He opted for this life style and stays there and slowly keeps falling into line with the rest of the city. That's what that showed. Mini maid figured out that while he did manage the best option for the parties involved or at least, Roberta's and Garcia's party, while moral motivations were there he got a pretty great kick from it.
That's why mini maid had a go at him, because he, at the end of the day had the smile of the dead because he's apart of the city despite his moral interest however increasing irrelevant it's getting (guess he's slowly getting sick of it blowing up in his face).

US was already there for the drugs, the mission was to take out one of the Golden triangle generals and get one of there own in. Eda was trying to swing it so that the CIA ended up in charge of the drugs and having the NSA owing them a favor and putting them in their place.
That is why Roberta had to track them down, and why she took out that village because she knew from Eda where they were going.
Chang deal is that he is Shipping hub of the Triangle and shit that effect the upstream hurt the downstream. so he wanted them as far away from both as possible but Crazy bitch is harder to do business with than a puppet drug lord. so he dealt with the harder problem first and was working the backdoor deal with Eda/CIA which is why he got pissed when shit went sideways in that deal
