I'm not sure if you could say Lucky Star or K-on was more influential. They both were in different ways. Lucky Star was a megahit among otaku types and kind of accepted by non-otaku. K-on was a hit among both otaku and non-otaku. However Lucky Star preceded K-on and K-on may not have happened if LS wasn't itself a fucking huge success.
People are aware of K-on's impact, but don't seem to know how crazy Lucky Star was in Japan. Being otaku-oriented it really went off the deep end in that aspect; you could get Lucky Star napkins, underwear, fucking Lucky Star engine oil if you wanted (it was mint or peach scented). The actual shrine where the Hiiragis work became a tourist attraction in Japan with millions of "Lucky Star pilgrims" traveling there, especially for New Year's.

Whyle we're talking about the butcher, I'd say Saya no Uta had more true inpact, because a legion of manchilds saying an anime about magical girl is mature and artistic has for only impact to make them feel better about themselves and buy more merch in public, it gives birth to other clones but it doesn't affect the way anime is made on the long run(it may affect cartoons about little girls doing magical stuff).
