Excalibur Morgan isn't stronger than regular Excalibur, both of them depend on how much magical energy is pumped into them since they're simply swords that amplify magical power. Morgan is stronger in Stay Night because Dark Sakura has much more mana than Shirou or Rin.

It's kind of hard to rank them to be honest. I think Saber is the one who would be able to beat them all, but between Medusa, Cu and Emiya it's a circumstancial thing. Emiya can block Gae Bolg with Rho Aias but would probably not be able to block Bellerophon but with shit like Nine Lives Blade Works who knows what else he may have up his sleeve? Meanwhile, even if Medusa tries to use Bell on Cu, he could probably take her out first if he just throws Gae Bolg. Maybe it's a rock paper scissors kind of thing?

He also beat 19, could have EASILY beaten 20 if Gero didn't remove his pair for the body and let's be honest he could have killed Imperfect Cell, but his ego was played up. EMIYA just loses.

Rho Aias can block Gae Bolg, but that leaves him completely drained and open to an easy kill. Bello vs TGB is up in the air. I agree that it comes down to circumstance (Ex:Cu is good against monsters so he a natural advantage over Medusa, Kojiro's shit when he's not on the stairs, Lancelot is strong but drains super fast), but we're talking overall power/ability.

Emiya could only deal with Flying Death Gae Bolg, he can't do anything against vanilla Gae Bolg.
The ranged Gae Bolg is focused on trading lethality for pure AOE damage. While the vanilla Gae Bolg is all about guaranteed damage.
