The triangle that is in front of her shoulders drapes over to the back. In front of that collar, you can see the knot where the tie is tied. The tie is black in the image, but notice the effect of gravity on it. It's falling forward away from her top. However, you can notice that it's button or pinned to the shirt; as you see the white part of her shirt just above her skirt is attached to it. After that, is the tail of the tie which ends in a point just below her skirt. All in all, it's obviously a tie.
