Precog isn't really the right term for it, I believe. It's more like a heightened ability to predict what his opponent will do, since he's fought so many varied enemies.

But how would it work exactly? Superman is naturally capable of doing that, there's no super-natural force that allows him to do so, it's just perfectly normal to Kryptons. I would be fine if Touma's power was something like "Stop all magic" instead of "Stop all powers".
