What I find funny is that the guy asking the question doesn't really know much about Code Geass either since the "districts" in Guilty Crown closely correspond to Tokyo's actual real life divisions, which weren't used in Geass at any point.
In other words, It's nothing like an Area system where entire countries were classified as numbers. The first episode really did resemble Code Geass a lot though, except for the protagonist becoming more of an action hero with all the sword cutting through enemies and having Shinji's personality beforehand.

Man the fucking Aniplex and FujiTV producers for that show insisted they were making a defining cutting edge anime. They really liked pushing the whole "cutting edge" angle in interviews too. Just either totally detached from reality or the most shameless bullshitters imaginable. Guilty Crown was pretty much the start of the rapid decline in quality of the noitaminA block for serving the commercial purposes of Sony Music Entertainment and parties looking to see their properties get a boost.
