I think it has more to do with anime not being limited to a specific setting or demographic. For example, if you tried to make a unique show about Boxing in America, they'd have to find some way to make it fit the procedural/drama formula.
Anime has its own formulas. But it doesn't always stick to them. Hajime no Ippo is clearly a Sports/Shounen. But that doesn't mean it imitated Dragon Ball/Naruto.
