I dunno about japan but here in the uk with our small roads its perfectly legal to overtake like that (not infront of a crossing though), up in scotland they even have signs saying to be considerate and let people overtake.
We spend tons of time driving in the way of oncoming traffic so we're used to it. Some of our smaller roads are 1 lane, can't physically fit a truck and have traffic going both ways with occasional passing places.
