It's not like the cost goes down so they obviously have to take into account if it's worth it or not.
Most of the time it's just to advertise the source anyway, even in the case of split cours.
That's usually why second season might take a while, they are waiting for that moment where the anime advertisement effect starts dying out so they can bump it up again, keeping that going for too long is gonna be pointless because you won't reach as many people. Most of the time sales don't matter too badly unless it's really successful.
Like GATE sold 5k so next it'll probably be like 3~4k, depending on how the source is doing and how much they want to promote it later, they might go for more seasons later for the sake of advertising and not really with BDs in mind.
BDs rarely pay for the whole production (though they can and it's a good thing if they can, but that doesn't mean they'll do more just because of that, like I said, how much the source is boosted is usually more important, that's why it's best to try to go for another anime, because you'll now be boosting something from the bottom and potentially hit a gold mine every time as well).
