Different episodes and different scenes within an episode even are all animated by different people. Then the animation director will look at it and this person changes every episode too. Toei is a big company. So your base talent changes all the time, and then the talent that's reviewing the base talent's work is changing too. Obviously skill varies and not all the cuts or all the episodes can be animated or directed by only the most skilled.
The amount of budget that goes into an episode changes too as different teams will include different people who have been with companies for longer and thus earned more pay or negotiated their own pay as part of a freelance job but there is never a case of "running out of budget." Okay, rarely a case. There's just a long schedule, where everyone gets paid, but talent varies greatly. It might seem logical to save your best talent for only the coolest episodes, but in my years of selling my soul to Toei it seems more like they just try to spread it out evenly so the workload is fair probably. It's really hit or miss but lines up nicely sometimes. Luffy's gear 4 transformation looked pretty sweet I think. Toei will never run out of money, anon. Don't worry about that. They're the biggest name in the business and they know how to make money and anime.

I don't mind the quality so much as the pacing and the amount of time spent recapping, after the recap even, which is after the long ass opening, which is admittedly actually animated nicely and sounds cool, but still. I believe the should go back to making lots of filler so they can do a better adaptation when they have more to work with. That detective Luffy arc was legitimately entertaining. It's not that it's not a faithful adaptation; they're pretty good about that, even directly copying lots of panels. It's that they obviously care more about making a series to air every week to drive business, than about making an anime that's really good.
