Lack of UV exposure would certainly cause less melanin to develop in his skin and possibly hair, but the melanin in your irises is pretty closely linked to your ability to see in anything more than dark light so I'd imagine that part wasn't filtered out as much unless the "Accelerator is blind" crack theory is true.

Further research tells me that there is a base (very low) level of melanin production, but this base level cannot "keep up" with the natural loss of melanin (dying cells, etc). UV activates Tyrosinase to allow melanin production to keep up with the loss.

There are 3 types of melanin. The one mostly responsible for skin and eye color is produced by skin (including iris) cells and is the one I mentioned above.
