Imo it feels more fantasy than sci-fi, the setting feels like typical fantasy and there are magical happenings, the sci fi just feels added on but is a hint to what's possible just just works as a way to explain some of the magic but most of the show feels like typical fantasy.

Genius Party is fairly mainstream compared to the chart the guy posted really. It is made by a commercial studio by animators that are all part of the traditional anime industry. That chart is made up of some of the more well known independent animators. So a few of those have DVD colelctions of their shorts available but even then they can be hard to acquire. Most independent animators work will often only shown at animation festivals and maybe perhaps posted online if you are lucky and will receive little to no publicity ever.

Those charts don't really tend to work on the basis of just being accessible in a physical sense though, they also tend to work just as much if not more on being accessible in the sense of being watchable and enjoyable to someone with a relative lack of awareness or appreciation of the medium. The availability of the product itself and the accessibility of the content might differ significantly although usually they correlate in some way.
The thing that really creates the problem with the anime charts is that most people who try to make them don't even know who the people on charts like >>136314766 are and those should be relatively well known names for anyone trying to make a chart that goes all the way to "the bottom". Let alone being able to name 10 directors of commercial anime. That is to say even people who consider themselves to have "high powerlevels" in anime and have watched many hundreds of shows usually know fuck all about it. Most anime fans just passively consume without ever learning anything about production or history.

I dunno. The story drips with references to Orwell (1978 and Animal Farm), Huxley (Brave New World) and H.G. Wells (The Island of Doctor Moreau and The Time Machine). Other than Animal Farm, all of these are Science Fiction.
The entire series rotates around a supernatural, and thus fantasy, element, but that element is explored almost exclusively in the way in which it shaped society, much like any Unobtanium in a Science Fiction world, while the metaphysics of it remain largely unknown.
Plus, other than the adults are scary to children and children are scary to adults points, the core themes of the story are all typical Science Fiction themes like humans playing God, moral subjectivity, over reliance on a particular strategy backfiring, etc.
