When you are writing a character, you come up with attributes that they could have. In order to communicate to your audience that a character has these attributes, you have different options to do so. One way would be to put a character in a situation where they are given an opportunity to show their attributes. Miyuki is given almost no opportunity to do so, and all of her supposed moe characteristics are either informed moe or surface moe - you must take other characters' word for it that she is moe, or otherwise only look at shallow, surface-level characteristics that are used to indicate moe without actually evoking any moe.
Basically, Miyuki is a hollow husk of a caricature made in a failed attempt to produce a proper, fully formed moeblob. Everyone else in the show is 1000 times more moe without trying nearly as hard.
